Exporting industrial materials and heavy equipment from China to the European Union requires meticulous preparation. Germany, known for its stringent engineering and safety standards, mandates specific customs and technical documentation for steel products (like carbon steel plates and stainless steel coils) and machinery. Below is an in-depth breakdown of the essential documents required for smooth customs clearance and market entry.
1. Foundational Commercial Documents
The bedrock of any international trade transaction involves the Commercial Invoice and the Packing List. For exporting steel and machinery to Germany, these documents must be flawlessly aligned. The Commercial Invoice must detail the exact value, currency, terms of trade (Incoterms like CIF Hamburg or FOB Shanghai), and the specific 6-digit or 8-digit HS (Harmonized System) Codes.
The Packing List must accurately reflect the gross and net weights, dimensions, and packaging type (e.g., wooden pallets, steel strapping for coils). This certificate guarantees the chemical composition and mechanical properties (tensile strength, yield strength, elongation) of the steel heat batch. Without an EN 10204 compliant MTC, German manufacturers and construction firms cannot legally utilize the steel in structural or pressure-bearing applications. Furthermore, compliance with the EU's REACH regulation regarding chemical substances in surface treatments (like galvanization) must be documented.
4. Machinery-Specific: CE Marking & DoC
If the export includes machinery (e.g., steel processing equipment, roll forming machines), the absolute critical requirement for entering Germany is the CE Marking. This indicates conformity with EU health, safety, and environmental protection standards (such as the Machinery Directive 2006/42/EC).
Accompanying the CE mark must be a valid Declaration of Conformity (DoC) signed by the manufacturer, and a comprehensive Technical File detailing the machine's design, risk assessments, and operating manuals translated into German. Furthermore, German importers will require a valid EORI (Economic Operators Registration and Identification) number to process the import declaration via the ATLAS customs system.
